Bevins, both Democrats, blasted the month-old office and its head, Kelly Madigan, during a budget hearing. In addition to completing seven major investigations, it transitioned the county from paper to electronic financial disclosure statements and certified 2, employees through an online ethics training course. Repeatedly, Bevins told Madigan that she did not understand how Baltimore County government works. Madigan holds up her business card after Bevins demanded she do so.
A protege of former county executive James T. Smith Jr. Over the last 15 years, the candidate slate has dispensed hundreds of thousands of dollars to county Democrats favored by Smith, with McCollum acting as treasurer. Jones, now speaker of the Maryland House of Delegates. City Councilman Eric Costello also is a slate member — as was former Baltimore Mayor Catherine Pugh before she pleaded guilty to tax evasion and conspiracy. Additionally, Cathy sponsored and passed legislation to ban the sale of synthetic marijuana Spice and to reduce cell phone theft and robberies by deterring thieves from selling stolen phones for quick cash.

Cathy in just the last two budget sessions has secured millions of dollars of funding to provide renovations, including air conditioning, in five schools in the 6 th District with more on the way. She is the first councilperson to secure air conditioning for her entire district. Cathy knows secure schools are successful schools and she has supported security improvements such as remotely accessible security cameras in all Baltimore County elementary schools.
